Hatperson is horrendous and should be cut. Moletrap is one of the worst casters out there, period. RedBaron does fine, but needs a better co-caster. There are better casters around, but he is just "average" not "bad."
There are maybe 7 competitive NA teams right now.
CLG.NA, TSM, TD, MME, Dignitas, Curse, Orb.
Orb and MME are very inconsistent and MME has really been reliant on somewhat cheesy strats. Overall they feel very limited in picks, as Xmithie on anything but LS is pretty middling, Muffin on anything but Morg is middling, and Cloud only plays 3-4 champs every game.
Curse will probably implode at some point due to personality issues, TD is still really young so that swings both ways (much free time, but parents very controlling). Orb I dunno. Some days they look good, other days they look awful. Kind of reminds me of a better CLG.Black.

Play her next time somebody picks Viktor. If he's doing it right, you won't be able to say you had a brainddead laning phase. 
Also Viktor loses to being camped (Maokai's disgusting for this), and can't play well against long ranged stuff (see: Xerath, Lux, etc.) because they can clear without ever being in danger of him (well Lux will run oom long before him).
I believe Malzahar should beat him unless you manage to somehow plant a W under him every time he ults.
He can't do much to Vlad if he doesn't get the edge but I strongly believe with the right runes (say, MS quints so Viktor's faster) he has the tools to destroy Vlad at levels 1-5.
Gragas is a really tough one and should be able to kill you easily with ult.
TF's annoying because he pushes just as good as you and kills towers faster/defends against ganks better.
Swain can snowball the lane if you stop being able to burst him hard enough that he won't outheal the DoT from your ult.*
In general he is weak against long range clearers*, and champs that can initiate on him and burst him down (his ult's range is kinda short and he needs to poke a bit, he can't truly 100-0), and champs that have the potential to 100-0 in the time window where he needs his E/R DoT to finish them off (that is, only if he needs it, otherwise they're just dead).
* against those champs he can just instaclear the wave and go roam though, he's pretty good at it.
