Jinbei said he would join however he has to fix some shit before he can. Also Jinbei's bounty is above Luffy's currently so he can't really join, yet. Every time Luffy had someone join the crew their bounty was inferior to his own (started with Robin). After Dressrosa, assuming that everyone survives, I'm pretty sure that everyone's bounty will be raised. In which case Luffy's bounty will raise to above 400M (Jinbei's is currently a bit higher than that) and Jinbei will be able to join. I want to see Zoro's bounty after the rise, I feel that even pre-time skip the 120M didn't do him that much justice. Bounties :B | ||

As for bounties, everyone who has joined has had a lower bounty than him, but thats not really a rule/requirement. | ||

New nakama wouldn't even make sense. They're already going after Yonku. We're at the point in the story where the crew is made and now its trying to make a name for itself. The most we'll get are allies that will join the Strawhats in the final battle. | ||

Even Shanks was still picking up new members while he was already was a Yonku. It really just depends on how Oda feels and what he already planned out. Its unlikely that Oda has said to himself that recruitment for the strawhats is permanently closed. They don't even have the amount of people that Luffy originally quoted as the number of crew he wanted (10 unless you count Jimbe as taking that spot). | ||
