I think it's more of if you've never had to use it before, it's not natural. For example, l -> r in chinese/japanese [my background]. Many chinese and japanese people have difficulty pronouncing words with l because there is no equivalent. The closest is r, but that makes for many changed words >.> And I've always wondered why English speakers can't say xing properly. To me, it is the same argument you are making with f in Korean.
