It is very obvious they are taking the method to encode stuff based on the bandwidth of major concern and not the overall constant framerate high on the concern. This is generally done to make sure anyone can watch the stream even with lower speed internet. Sadly when doing that method they aren't encoding in constant 25 / 30 FPS they are using variable and so that is why we see it generally around 12-18 FPS with peaks at 30 with the variable side of FPS we get that "laggy" feel to it and overall feel it's low quality when the quality is fine it is the fact we aren't actually get it in decent framerate.

Certain they just take the stream down after the pregame for whatever reason. Because its back up.

I have to give them credit, they do an amazing job despite all the negative feedback and occasional glitches. Just have to remember this is brand new!
