Pretty simple. They made a code that would work when people hit rot too often to halve the damage. Unfortunately the condition seems to always happen (instead of when spamming), so he takes half the amount of rot damage he would normally, all the time.

I do think Valve needs to run some automated tests whenever they release patches that just goes through every ability in the game in different scenarios to make sure they're doing the amount of damage they're supposed to or are the right range / cover the right radius. Because there seems to be a lot of times when spells aren't the right range or aren't dealing the right damage, simple stuff that could be spotted by automated tests.
Well if you look at stuff like Nat Pagle in Hearthstone every automatic test Blizzard threw at it said that is was working as intended. However it wasn't until they actually manually tested the draw rate that they found it was at 25% rather than the 50% due to the way the game had been coded.
Not saying it isn't a good idea but it won't solve all the small issues

Is it me or are there seriously people suggesting that Pudge is OP in this thread because of this bug? If anything it makes him somewhat playable

It can easily get pudge kills he normally wouldn't have gotten because he would've died first. There's a reason why right after this bug hit his winrate spiked by like 4-5% in pubs, which is quite a good increase in winrate.

Most people don't even know the bug exists and yet it instantly and clearly boosted his winrate by a lot. And pudge was already a fine hero in the hands of a capable player.

is Legion commanders moment of courage procced on the attack, like counter helix/return ect or is it actually on damage

It's bugged in dota 2, see random dota2 dev forum.
The spell is based on fan of knives, which obviously infers a bunch of obscure mechanics stuff only wc3 mapmakers understand.

There was an absolutely unreal collection of DotA mechanics trivia there. There was an entire subforum devoted to it.
The site was taken down what, five, six years ago now? Fucking Pendragon and his fucking LoL shit. That's why I'll never forgive the game.
Seriously, it was like the Library of Alexandria. There was one thread that listed exactly how every ability in the game worked. Every last one. You could just follow the guidelines there and recreate DotA. I mean, it'd take forever and you'd still have to code a lot of stuff from scratch, but even so.

Advanced Mechanics in PlayDota is also extremelly good. Most mechanics questions people have can be answered if you google either PlayDota or DevDota, it's not about the information not being there anymore. It's just easier to ask.
