I thought people have found that every division in the game has the same bonus points.

Every player on BNet gets the same number of bonus points.
The problem is with division weightings. Each division is weighted differently, presumably to make players in that division closer in points so they can feel like they're competing with each other.
The full details of the system and exactly how divisions get weighted is not yet understood, but after Excalibur_Z talked to Dr. Menke (the statistician who designed the system) at Blizzcon we know for sure that the top 200 ranking is simply the points that players have, *without* division weightings applied.

the "스타테일" in a lot of the korean names is Startale, Hopetorture's team, and "티에스엘" is TSL. Seems a ton of people have taken advantage of the free namechange.
