Nice writeup. Loads of interesting information.
My question is mainly about the combat/mechanics at high levels. How is the endgame PvE? Are the boss fights interesting/challenging, mostly gear checks or somewhere between the two? You mentioned scaling, how does that work (fewer mechanics or just less HP/damage)?
Is PvP combat responsive? Is performance predominantly skill or gear based? If the latter, how hard is it to get the gear needed to compete?

Endgame PvE is all about having the proper gear like any MMO except for the more PvP centered ones like Darkfall, Ultima Online. I mean, don't get me wrong. You can take down creatures that are a few levels higher than you with inferior gear if you manage your abilities/potions/spells/blocking correctly but you are always going to hurt by having weak gear. If you're in awesome gear and a few levels below what you are fighting, it does not hurt you as much. If you are doing the serious endgame PvE with a guild though, you need to be in the right gear for your role.
PvP on the other hand, is slightly more skilled base in terms of which abilities/spells to use and when but obviously better gear helps but it won't save you if you're wasting your potions/skills. Potions have a 1min CD which can make the time to kill in this game slightly longer than necessary but it's easy to burst though the small HP heal.
The biggest thing you need to worry about is the lag. In large Zerg battles. It will destroy you more than anything else but Zennimax has made HUGEEEE improvements to server response times in those larger battles. I'd say, make sure you have plenty of RAM for all the effects going on.
