Hey, I recently bought this Laptop, hoping to play a bit of sc2 with it:

Well, currently I have a about 12 fps on the lowest settings. Already played with the energy options, no results. Task manager says SC2 takes around 90% of my CPU.
This should surely be good enough to run sc2 on low, right? Any idea why my perfomance might be so terrible? Internet connection is fine as well. Thanks for your ideas!

There's definetly something weird going on with your pc.
A few years ago I tried to download some new graphics drivers (which were a hoax) and my pc ended up being super slow until i ran an antivirus scan and had it removed.
Even if your laptop is new I suggest you run a thorough scan to check for any bullshit or faulty software.

And just to add to that, I would personally recommend using Bitdefender or Kaspersky, as they're routinely the two highest recommended and most objectively tested of the antivirus companies out. Simply using the Free version is fine, and try to keep to one antivirus on the computer at a time to prevent weird conflicts.

I'm not an expert, but it could be that the CPU is simply to weak (or TDP is too low), considering it also has to provide graphics ... might be that it throttles pretty hard and never reaches 3.7GHz ... you might want to run HWMonitor to check your temps while gaming ...

That's a zen+ ultrabook CPU. It has 15w total for CPU and graphics which is really not enough even on current gen stuff, so i can understand it basically not working at all on older gen which is a lot less efficient. APU's of that power class are better suited for web browsing, word documents etc in small form factor.
12GB dual channel DDR4 is not possible - that must be an 8+4GB config with 4GB of RAM in single channel which is not a good configuration for performance.
12fps still sounds pretty disastrous, maybe try dropping the render resolution to 1280x720 so that the graphics aren't eating all of your power?
