Yeah, so the balance isn't good (45% for Protoss versus Zerg), but it isn't as bad as the beginning of WOL (ZvT), HOTS (PvT), LOTV (PvZ) and Jan 2017 (PvT again).
Overall, Protoss has consistently recieved the short end of the stick in terms of balance. From August 2016 to November 2018, Protoss was below 50% versus Zerg for instance. PvT is slightly better for Protoss, but only because of the past year.
At this point, the problem is ingrained. When Protoss is performing at 55%, the game feels imbalanced to everyone playing it. Terran and Zerg players lose to players they've never lost to, and Protoss players are jumping up the ladder. It shakes everyone, everyone complains, and Blizzard beats Protoss back soon after.
It just doesn't feel right when Protoss players are above 50% as a whole to everyone, because it has never been the norm.

Or might it be that despite being constantly nerfed Protoss players in general never whine. On the other side you have Terran who lose their S when one little thing doesn’t go their way.... (see SpeCial, Maru, etc.) Of the three races Toss have had to “adapt” to the most changes, a lot of them nerfs.

Dark 4-1 Reynor is in contrast with Dark's results in ZvZ in the last 15 months; he dominated this time and totally deserved to win but I think we need many more examples to both say that koreans have solved EU ZvZ and that Dark is at ease in the matchup at the highest level.
Dark built his victory on always being one step ahead of Reynor, whose builds were always at disadvantage(evening out G3 with G5); he did not win "standard" lategame ZvZ that's where Europeans usually gain the upper hand.
Serral's superior scouting and capability of adapting on the fly make me think he would have fared way better than Reynor against Dark, but he decided to threw horrendously so that we'll never know.

What we do know is that dark looked better than serral overall and against the same opponent. Reynor was blown out of the water both strategically and mechanically.
Dark was playing like a GOD. He had Maru dancing on the palm of his hand and fended off beast mode Classic (i think any other zerg in the world loses to classic playing like that)
He made the prodigy reynor, who had just toppled serral and is the prince of european zvz, look like a nobody. Literally drone rush in blizzcon finals. that's how "at ease" he is with the matchup
sweep maru without breaking a sweat, sweep classic without breaking a sweat. completely style on the prince of the vaunted european ZvZ
