Depends on who you ask, some may say they were "gifted" by Europeans with new immunities and some of them made good use of them and others didn't.

I'm not in favor reestablishing colonialism in Africa because I don't think that you can forcibly "civilize" a people (just look at all of the disasters of American "nation-building"), but it doesn't change the fact that Kipling was onto something with his poem.
