Might be worth just throwing the files up on Amazon S3 or something.
Edit: Actually, you know what, you said there are 2600 active users which is really not that much. I have a cheap VPS I barely use that I could host the files on (it's cheap but has a pretty good connection/good bandwidth limits), PM me if you want to arrange something. I dunno exactly how you would want to set it up but I think we can probably work something out.

42 matches and still "need better data". I've got SC2Gears 14.3, last ram.exe and MMR2 stats plugin. Memory reader is checked. Dunno why it's not working for me.

One thing I don't understand is the "Archive" button. The left-most one at the top. It doesn't seem to do anything. I've got the most recent sc2gears, mmr-stats, and mem.exe installed. I've played about 20 games with everything installed. It says the games are 0/20 and that it still needs a good game. I do get a line graph of those games with the heading that they are "Pre-Results - Need More Data".
When I press the archive button, I just get the blue screen with the "MMR STATS" logo and a message that says "Archive is Empty!". I can't find anything in the docs or FAQ that explains what this archive is for.
Also, in the "Data" tab of the MMR-Stats config dialog, the list of games pulldown is empty. Is this normal until I get a "good" game? Or is something misconfigued here? I have 20 replays in my "/SC2Replay Archive" directory, but I have it on a different drive that the sc2gears program files. Could this be an issue?
I was going to include a portion of the mmr-stats log here, but that dialog won't let me do a highlighted copy, and I can't seem to find a logfile for mmr-stats. Is it stored somewhere on disk?

As data is uploaded (unless denied by the user or if website cannot be reached) I can also check it if I know the character name & ID (or MMR tool user ID that would not reveal character names). In this case I do not know.

Data is move to archive only if offsets change. All pre-HotS WoL data has been archived.

It will appear when you push 'refresh' button.

If you had no good games before you dropped your league, then all estimates of old MMR are potentially incorrect as you did your all 5 placements from the start. Also worth noting is that after 5 placements MMR changes very rapidly but and changes become 'normal' typically somewhere around 30th match.
Also worth noting is that your MMR is counted from the opponents' data. If you are in the low half of your leagues MMR, then your same league opponents have high chance to be capped (not possible to count your MMR from their data).

Nope, I just played 1 game and got into a league. MMR is fine and working perfect now. Even predicted exactly when I was going to get promoted to my previous league again.

Okay. If I can't connect to the webhost, how exactly am I supposed to get this file...?
edit: Your webhost apparently works now, so no worries I guess.

Looks about right. Also your and your typical opponent's adjusted points suggest that you are somewhere close to the border.
As you see you cannot classify people based ladder ranks as 'high', 'mid', 'low'. In some divisions top-8 people can easily have lower league MMR. Especially now as it seems there are no demotions during the season (only via placement matches/leaving league. No demotions were found from last seasons data).

As some were having these problems I provided mirror files. There has been 9 downloads from the mirror files.
Good to hear that your ISP has solved the problems you had.

Is the MMR Tool currently finding any reliable games?
I'm getting so few games that aren't 'assumptions' and my logs are filled with 'false master' 'false diamond' opponents, what does this mean?
A friend of mine has played 25 games without getting a 'reliable' one to begin ranking him.
Is it working well now?

Hello, my graph looks like this: http://imgur.com/sp5gbww. still diamond maybe the promotion line isn't right or could it be another reason?

Is it working well now? The capping rules were fixed in MMR tool version 9.2. They are more strict than the old ones. Due to leagues being so small almost half of the league (non-master) is inside 'capping zone' where reliable MMRs cannot be calculated.
Here is a rough example: http://imgur.com/oboGOI9
In the picture our imaginary player has been placed to diamond. If his MMR is in upper half of the diamond range, his diamond opponents are usually uncapped and his MMR can usually be calculated. If he has lower MMR his diamond opponents are usually capped & his MMR cannot be calculated.
Before HotS when you approached a league border you started getting mixed opponents from both leagues whose MMR was close to yours. After HotS the matchmaker primarily seems to match you with players from your league who are close to you. Thus when your MMR drops into the lower league range you often still get opponents from your league most of the time. And they are all capped. If you would get a lower league opponent he would likely be uncapped & your MMR could be calculated.
Looks nice even if some of the changes are quite large. Also remember that there is a certain error margin in each result.

We will have to wait and see as you only have 4 games from this season & no good games amongst them. Did you record all of your games in the end of last season?
Regarding the offsets: They seem to be close to last seasons ones. Yesterday when I had a quick look, the EU data suggested that silver-gold offset might be larger than currently used value. But as you do not face silver or bronze players it does not affect your relative results.

I can't get any "good games" and already played 17 of them. What can be the problem?

Something appears to be wrong with the plugin for me. It worked fine for a bit and logged 17 games, but for the past few days it appears to be stuck on "Post-trigger running..."

Is there a possibility to add replays from games I did before using sc2 gears to the mmr stats plugin?
