i didn't have time to look through this rep, but i want to make a comment on the 'bug' you mentioned.
it's something i have noticed a lot in replays. if you want to reproduce it you follow a players camera and hit 'back' while the camera is moving. the camera will the slide in an arbitrary direction at what seems to be an arbitrary speed, and sometimes an arbitrary height until it gets some new input from the replay file (this is assumption on my part).
it's not an efficient way to gauge if someone is hacking, because you can only step back 10 and 10 seconds or 1 and 1 minutes etc, but the period of these arbitrary movements will be longer the more camera locking is involved. but beyond that i'm not sure what it really says. i am not quite sure what causes it to zoom out in some cases and not to zoom out in others.
i think if somebody wanted to find out a way to detect if a player is using camera locks, looking at frequency and length of periods with no camera input vs the length of the replay would be a good place to start.
edit:
btw willam findlay seems to be senorchang (hacker), funny how he should know him by real name and guess it was him who 'knew that account'.
and alex tarkoff = dustswarm / lemonhost i assume.

Were you streaming? I don't have time to watch the replay, but if you're streaming I think the default assumption should be stream cheating instead of maphacking. I still think people accuse too often without evidence :3

Check replay, besides the fact he claims he's off racing, he's quite on top of his "spade scans" if you understand my meaning. He also never scans my base, yet continues building hellions in his "TvT" opening as if he knows i'm going for the mass hellbat drop.
After this stage, here is where it gets lulzy, multiple looks into the fog of war at army positioning, as well as obvious as fuck screen locking when doing such an inane task like "lowering and raising supply depots" at his third: He also uses zero spotter marines.
Also, it seems a lot in this replay, it will "bug" and from opponent's perspective the map cursor selection will zoom way out and happen to follow my unit movements or be focused on my base. I do not know how this happens in the replay, but going back and forward multiple times, there are a lot of points where this occurs.
First thing is he happens to send all his hellions to his third to clear out the marine/hellion i left there (he has no idea this is there, or where the medivac had gone).
13:09: random spamming of building hotkeys/depots
13:17: moves his screen and keeps it where the drop is about to fly back in. First I thought he was going to queue up a depot wall, but his screen just sits still as he's looking at "something" then he queues up the depot wall after.
13:51: he scans near where he saw my army before, could be a normal scan...
14:55: selects his ebays to queue up armor upgrade, then his screen just sorta...screenlocks?
15:24: looks into fog of war, scans where my army just was (he catches tail end of a unit), i move my army through the center of the map (i never do this in my TvTs, I wanted to see if he'd just "happen" to find my army again). Well what do you know, another look into fog of war and he issues move commands to his army directly near mine (subconscious? He sees where my shiot is and tells his army to move before scanning to confirm).
Overall, never scouts my base, never scans, never drops, plays "weird." Not that i played amazing this game, but this person does not even use spotter marines and queues up 50 units at once claiming to have "amazing mechanics" lol.
