UPDATE!
A detective from the Dulles investigations department called my girlfriend and left a number and I just called him back.
Because the iPhone's GPS has a legal margin of error of a couple hundred yards (yet again, TIL, since its always seemed much more accurate), he needed to gather more evidence. He just received a passenger manifest from United and is matching up names to addresses. Since the person who took the phone was 100% on the plane, I'm feeling good about this.
I also told him I sat in row 22F and the lady likely gave it to someone behind 22F since every ahead of her would have already left the plane.
This should narrow it down to Asians on the plane past row 22F.
This is some as seen on TV shit right now.
Any way. Fingers crossed. I already remotely locked the iPhone, so there's no data to lose.

I hope you get your phone back, seems like you have it tracked down pretty well. Regardless, it was a huge mistake to leave your $400 dollar hi-tech device just sitting there. People steal, this is what we do.
