Hello once again, have a new problem, need a new answer pl0x :D

When I try to create location point/hotkeys, (CTR+F5 default for example), it doesn't set. My other hotkeys like base camera, however, works.

I'm using an Intel Quad Core Inspiron 530, I did not have this problem on my old Dual Core. I had another problem with this new PC, where my mouse settings in Windows Control Panel would keep reseting every time I reset my PC even though I would click "Apply" and "OK". To stop that, I had to remove a program from my log-in Startup sequence, which, for who knows why, existed just to reset your mouse settings.

I'm guessing that perhaps there is perhaps some other kind of program that is not letting me use my camera hotkeys properly. I'm using a Microsoft keyboard; however, the hotkeys worked with this keyboard on the old PC, but it doesn't work with this new PC.
