Dark does this from time to time, e.g. I think it's not as common since the ZvP late game usually revolves more around templar than disruptor and the viper over the infestor, plus the P is watching their main army more often (since it's not as multiprong so much)
Disruptors can fire from pretty far away, and the Protoss army (including Observers) usually moves to protect them while they shoot. It's very difficult to get Infestors, even while burrowed, close enough to tag the Disruptors with Neural Parasite. It requires some pretty significant positioning errors from the Protoss player to pull off.
Using Vipers with Abduct is far easier and safer. So that's what most Zergs prefer to use.
The EMP trick works because it's instant and terran doesn't have mobile detection with their army. Protoss has detection with their army and Disruptor damage is not instant giving Protoss time to counterplay
