Alcohol stimulates the brain, marijuana stimulates the brain, narcotics stimulate the brain, there are a large amount of things that stimulate the brain, they don't all make your brain all of a sudden "not lazy". 1000!

They slow down brain function.

To adress the question you asked more directly - yes it will make the brain work more than if you sit and stare into an empty wall. Although you might get overthrown by the amount of data the brain has to process and hence the headache or overall fatigue.

This is a rather crude analogy though as the brain is much more complicated than muscle, but for th sake of this context it will do. Your brain reacts to lights, just as it reacts to movements etc, this is just the nature of things, but as far as I understand it (not a neuroscientist so feel free to correct me if I'm wrong) the brain being stimulated in this fashion doesnt mean new pathways are being created. Your brain will be creating new pathways when playing a video game though as you are required to think, problem solve and all that jazz which will be beneficial, and the bright lights of games may help to aid concentration and possibly even facilitate learning when engaged in a task in a game but as far as the lights actually being beneficial in any independent sense I would be surprised. I dont think the brain can ever be 'lazy', that word just doesnt seem to fit in with my understanding of it however you can certainly stagnate or be used inefficiently, its been shown that games dont stagnate your brain, they are good for your problem solving skills but thats more to do with the nature of the game rather than the lights, otherwise TV would have the same effect, but really TV is a somewhat passive activity and could be argued that it does 'stagnate' your brain.
