Are you just trying to delete it? Files do get "locked" in sometimes in windows, even when the process that was using it gets ended.

Usually, opening a dos prompt, stopping explorer.exe, and deleting the file via your dos prompt will work.

Or heck, just restarting your computer might allow you to delete it.
